Scenario 2:
Even though Mitchell H has not broken any law since her factory’s emissions level are within the law, her actions or the factory emissions level are affecting the nearby environment which might reader the fish in the lakes and rivers not fit for consumption. She is faced with a dilemma on whether to incur more cost to implement new technology to reduce emissions or just ignore the environmental effects since she is within the law limit?

Scenario 1
