Refer to your above site memo I found three observations of your as site manager. I am appending my suggestions and advices related to those three issues raised by you as per your personal observations.

Item no. 1

From your memo, it is evident that the sub-contractor is reluctant to comply with the basic rules as fixed by the pre-agreement between the company and them. In my opinion, this is totally an unprofessional approach on their part not to obey the basic guideline as per occupational safety measures. It is welcome that such incident has been taken to our notice in due time to take appropriate steps in this regard with the sub-contractor. The same will be taken to our monthly meeting with other officials to find out the best possible way out to make the sub-contractor compel to follow the guideline related to occupational safety, as mentioned in the pre-agreement between the company and them. Meanwhile I would like to append my personal understanding and future course of action in this regard to be taken up with the sub-contractor as below:

As per the pre-agreement, the sub-contractor has to obey the code of conduct as fixed by the statement with specific emphasis on the issue of safety measures for the individuals deployed by them for this work. This is as per the legislation fixed by the authorities to ensure the safety of the workers. They may be conversant with the prevailing work practices by ignoring those measures, but it cannot be tolerated and continued further. The safety measures as per the pre-agreement statement are to be followed by the sub-contractor failing which they have to face the consequences.

To ensure professional approach towards the job, the sub-contractor has to deploy two technical personnel to investigate the worksite. The onus or responsibility should be with one to investigate the site while the other has to ensure collection of relevant data. It is mandatorily to be followed to wear safety vest to make them safe while they are at their job.

From the image it is evident that the pit is not wide enough to enter inside with the body posture of the worker is not good for his safety.

The image also showed that the machinery deployed for this job is placed very close to the specific pit which may cause severe accident in the form of any unwanted collapse. Excavated soil due to the work process is also kept very close to the pit which cause unwanted hazard in the form of sudden collapse in the pit without any prior signal.(Australia, 2017)

Item No. 2

To avoid any unwanted incidents related public grievance about the job undertaken, proper pre-intimation should be made to the residents of the area about the job to be undertaken with the anticipated time required to finish this job. This will make the local residents aware of the job and they will be mentally prepared for the inconvenience created for this job to their civic life. (NSW, 2017)

Item no.3

To get rid of the situation specified, you have to ensure that if the crew is not noticed inducted with safety measures, he should not be allowed to perform his duties and leave the job site with immediate effect to ensure that no untoward incident would happen.
