Miss McTester is in charge of testing the correct functioning of integrated circuits and endorsing them prior to their release to purchasers. Miss McTester reports to Mr. Noway, who has become so complacent with his position within ICvendor Pty Ltd that he takes every step to protect it. For example, he does not want to develop himself for a higher level position, neither does he train or sponsor any of his subordinates for further career development.
 
Mr. Noway also does not employ anyone who appears to be much more competent than himself to avoid being disposed of his position. Furthermore, when employing people, Mr. Noway places much weight on social compatibility than anything else. The management philosophy of Mr. Noway has resulted in many incompetent employees at ICvendor Pty Ltd, resulting in somewhat shoddy work. ICvendor Pty Ltd invested A$10 million to develop integrated circuits for the mobile phone manufacturer called BestPhones Pty Ltd. Just prior to handing over the integrated circuits to BestPhones Pty Ltd, Miss McTester discovered that almost all the manufactured integrated circuits were faulty, although they could provide their intended basic functions. She reported her discovery to Mr. Noway, but he warned her to shut up else she would be made redundant, as declaring the fault publicly would lead ICvendor Pty Ltd to bankruptcy and may be closure. Two months after releasing the first set of mobile phones manufactured from the faulty integrated circuits, one of them burst into flames while being used and killed the user by name Mr. Victimized, as well as burning his house. Three months after the release of the second set of mobile phones manufactured from the faulty integrated circuits one of the mobile phones burst into frames while lying in the vehicle of its owner at a filling station, causing the burning of three cars. An investigation into the two accidents revealed that: 1. The main cause of the two accidents was that the mobile phones involved were manufactured using faulty integrated circuits acquired from ICvendor Pty Ltd. 2. ICvendor Pty Ltd has three branches located in three countries, and the employees at each branch have different set of skills.
 
However, Mr. Noway has the habit of not making good use of the skills of his colleagues working from other branches than where he sits. 3. The main cause of the fault in the integrated circuits was the lack of current best practices for manufacturing integrated circuits for mobile phones at ICvendor Pty Ltd as Mr. Noway has not mentored his staff for career development for a long time. Also, Mr. Noway employs only people with similar social background as himself. The authorities of the council of the city (called XYZ) including its mayor Hon. McBAC, where the headquarters of ICvendor Pty Ltd is located, became privy of the saga. As ICvendor Pty Ltd is the major employer in the city XYZ, the council closed its eyes to the saga.
 
Subtasks 2 Tasks: Students are expected to prepare a business report of maximum length of 750 words that gives an ethical analysis of the issues raised in the case study. Your submission must at least address the following points:
a) Clearly state the ethical dilemma that confronts the stakeholders mentioned in the case study.
b) Provide an ethical response to the dilemma according to consequences alone. Consider the consequences for each of the stakeholders mentioned in the case study.
 
c) The ACS Code of Professional Conduct extends the meaning of the six ethical values with requirements that contribute to observing the values. Examine the code and identify requirements (using value numbers 1-6 and a requirement letter) that are relevant to this case study. For each identified requirement, explain how it should be applied in this case study. (K2)
d) Discuss how each of the stakeholders in the case study applied or failed to apply ethical decision-making approaches in the IT work environment. (V3)
e) Use appropriate theories of ethical philosophy to analyse the case study, especially for the position of Mr. Noway and Miss McTester in passing the integrated circuits while knowing that they were faulty.
