Answer:

Introduction

Giving a new and improved structure, form and appearance of the eight-storied building will come a long way in changing the overall outlook of the organization. The change could signify employee appraisals, better workmanship, improved services provided and thus attract a wide range of potential clients due to the revamp. Many years ago, facility management was particularly an in-house activity (Burt, 2012 pg. 6). This means that the organization directly employed security guards, cleaners, maintenance people, catering staff, and handymen to name a few. Today, organization management involves planning as well as administering all support processes which are not directly a part of the value-added process of the company but in one way or the other influence the effectiveness and efficiency of conducting business (Mat & Baharum, 2015 p.12). To revamp this building, a number of consideration has to be established. First, it is essential to understand the reason for the revamps to tailor the requirement to the specific purpose. Second, is what the changes would mean to the organization? Will a given change provide a positive or negative impact? The focus of this paper will, therefore, be to propose some improvement works to address the building's aging issues, suggest some upgrading requirements for the building as well as recommend a suitable facility management model.

Scope of Improvement Works to Address Building’s Aging Issue to meet the Current and Future Operational needs of the Institution.

Considering the facilities that are contained in this building and its old age, many improvements could be made to raise its standards in terms of giving it a new appearance on the outside before specific structures are formulated by the management to ensure proper coordination of business in the facility. Tearing down the structure or a part of the building to put up a new one is quite costly, and therefore this is not an advisable thing to do (Ball, 2016 p.3). Furthermore, old buildings such as this may not necessarily go into history books, but their vernacular styles and the events or activities that have happened around them could make such building worthy for preservation over generations. To address the aging issue of the building, the integrity of the property has to be rechecked by the relevant people such as engineers to establish if there is any weakness in any part of the building and ensuring the issue is fixed. From this point, a new theme for the building can be chosen, and it could be geared towards showcasing an improvement and adaptation to the modern times. The improvements in this regards could be in terms of repainting and making sure that the structure of the organization is adequately articulated towards improving the services offered. This process can be emphasized through the concept of adaptive reuse which implies reinventing the structure to conform to the modern standards (Barber, 2017). These changes will be aimed at meeting the current as well as future operational needs of the learning institute.  

Upgrading of the Building Systems and Energy Management Approach to Sustain the Green mark Requirement

Tackling the problem of energy loss from old buildings is among the key objectives of reaching greater sustainability standards when it comes to the issue of energy consumption. To ensure energy management for this existing building, it is essential to check on the current development as well as trends in ensuring sustainability in buildings (Kennedy, 2018). From this perspective, a reduction in energy consumption by the installation and application of renewable energy resources such as solar, geothermal or biomass could go a long way in ensuring energy management in the facility. (Mortelmans, 2014). In addition to the energy management solution, it is recommended that the building undergoes some upgrading in its systems. For instance, the elevators and escalators in the facility must undergo maintenance to ensure that they are still user-friendly as well as other amenities such as the car park, rooms, and offices improved through constructive repairs while adhering to aesthetic values. Some other improvements that are helpful in revamping the facility include commercial windows, ventilated facades, and insulation panels.

Suitable Facility Management Model for the Revamp Model

According to a study conducted in 1993, the design of new business processes must begin with having a high-level business model (Lundgren & Bjork, 2004 pg. 3). The reason for doing this is to avoid a lot of details in the description process of the business in its initial stages. As it can therefore be noted, having a business model is a crucial part of running and succeeding in a particular venture and thus a proper management model is paramount. In this case, since the building is old and in need of a revamp, a suitable management model that could be used is the centralized model. In this model, the organization would bring all the facility management as well as maintenance groups under one organization and therefore, the control of standards as well as procedures tend to be consistent across the whole sections of the building (Cowley, 2014). Using this kind of approach, it will be easier to manage the organization as all enablers of the business in this building are brought under one wing of management.

Conclusion

A centralized approach is, therefore, more efficient in this regard since the quality of repairs, as well as installation, would likely be higher if the maintenance team belong to the organization rather than outsourcing them. The reason why a decentralized approach is not the best is because the service is outsourced and thus could potentially attract high costs. In addition, the quality of service could be compromised. Besides, consistency of service is guaranteed with the centralized way of doing things. The scope of improvement works that are adopted to improve the outlook of the building is dependent on the people working on the project. For that reason, the task force selected in more essential for the success of the project. It is for this reason that the centralized approach of management is essential.
