Role of state-based action coalitions in achieving the advance goals of the Future of Nursing: Campaign for Action

United States has attempted to transform the health care system to an advanced stage for providing seamless, affordable and quality health care services, which can be accessible to all the patient-centered and evidence-based nursing care activities, leading to improved health outcomes of service users.  In every state and Washington D.C. Action coalitions are carrying out the work of campaign at the local, state and regional levels. These state coalitions advocate the community and representatives from the health organizations, education, businesses for building healthier communities through nursing (campaignforaction.org, 2017). The action coalition campaigns provide recommendations for ensuring that nurses can practice with their full capability and knowledge gained through education and training, provide the opportunities the nurses to understand and explore leadership positions, while serving as potential members in health care redesign and improvement efforts. The action coalition campaigns also help to improve data collection for policy making and workforce planning. 15 states are undertaking their leadership roles in moving the recommendations at the grassroots level. These 15 states swerve to promote the key recommendations designed by the “Future of Nursing: Campaign for Action” at the regional, state and national levels, outlining the ways through which nursing can contribute to an improved American Health care delivery system, while controlling the cost of the entire health care system effectively (campaignforaction.org, 2017).

New Mexico State’s Action Coalition initiatives

The New Mexico Action Coalition is a part of future nursing: Campaign for Action. New Mexico Action Coalition has undertaken several initiatives in the ‘campaign for action’. In this context, the state partnered with the New Mexico Nursing Education Consortium for securing APIN grant for implementing a common statewide curriculum, while increasing BSN education, during 2012. In the second initiative, the NMAC secured the regional board of Nursing grant in 2014 for arrange meetings including nursing throughout the state to demonstrate the ways through which nurses can help address health outcomes in New Mexico (Nationalacademies.org, 2010).

Role of initiatives in advancing the nursing profession

These initiatives undertaken by the New Mexico Action Coalition served to advocate several regional and state health care representatives to improve the strategic goals in nursing and health care quality improvement. The first initiative discussed above helped to improve the base of the nursing curriculum by granting additional financial requirement, which involved advanced education and training practices in the curriculum, thereby improving the knowledge base of future nurses, ensuring improved quality of nursing in future. In case of the second initiative discussed above, NMAC secured the financial grant for arranging meetings including nurses throughout the state during 2014 (www.nap.edu, 2017). This initiative would help in improving the network of nurses throughout the state and raise the common issues they facing, to provide or ensure the highest quality of work towards the service users. Arranging meetings involving such huge population of nurses would need a strong financial back up, which is a key constrains of these kinds of meetings, NMAC is helping to mitigate this issue, thereby demonstrating state-wise nursing issues, which can be mitigate further through a collaborate process by the nurses. Through these initiatives, the state has involved several models of health care provision including medical homes, accountable care organizations and other models to offering creat6ive environment building (nursing.illinois.gov, 2011).

Barriers of advancement in New Mexico

New Mexico is one of the 15 states participated in the Nursing future: campaign for action for advanced practice nursing and for encouraging the practice to the full extent of education. There are some system barriers, which must be addressed for facilitating advanced practice in nursing. A number of barriers are also hindering the development of nurse’s abilities to respond effectively towards the rapidly advancing health care settings and evolving health care system. In order to ensure the well-positioning of nurses in the health care system and to lead the advanced change these barriers are needed to be eliminated. One barrier is long targeted anti-competitive conduct in the health care market, which include restrictions on the business practices of health care providers along with the policies acting as the barriers to entry for new competitors in the industry (rwjf.org, 2016). On the other hand, according to market report, nurse residency programs, which are sometimes supported in hospitals and large health systems, focuses on acute care, these programs are needed to be evaluated in community settings. Moreover, the high turnover rate of new nurses in New Mexico reduces the importance of transition-to-practice residency programs, which helps to promote development of advanced skills. Another barrier of the advancement is variation of licensing and practice rules as well as the regulation regarding scope-of-practice. It has been revealed that in many practice settings, including hospitals, schools, retail health clinics, community and public health settings, nurses have varying levels, which sometimes hinder the promotion of health through advanced level. In the following section, the state recommendations for mitigating barriers towards advanced practice are depicted (nmnursingexcellence.org, 2011).

Ways of overwhelming barriers

  1. Nursing Education- Addressing the administrative issues and the process of involving transparency in nursing education funding is required for mitigating the varying education level of nurses at different settings (campaignforaction.org, 2017).
  2. Financial support- Financial support is required, which has been undertaken by NMAC for revolutionizing nursing education to be seamless for students. Supporting nursing students can be beneficial for reducing the variation between knowledge of nurses in different settings (Nmnursingexcellence.org, 2017).
  3. Streamline credentialing of nurse practitioners and other nurses would also help to mitigate the system barriers, which needed to be mitigated to ensure advanced practice in nursing and quality service provision (campaignforaction.org, 2017).
  4. Nursing workforce data- While progressing with the working area, data, especially the demand data are needed to be developed or gathered for determining future needs of ensuring advanced practice in nursing as well as to assess progress (www.nap.edu, 2017).
