What is a failed state?
A failed state is when a nation has disintegrated to a level where it can no longer provide basic requirements and responsibilities to its citizens. Any failed state always indicate specific characters such as inability to provide public services. The content of this paper analyses the above question in relation to the current political state of South Korea. South Korea can be considered as a failed state based on its in ability to provide help to the elderly who are currently languishing in poverty (Haims, 2008). The nation has too early retirement’s strategy with poor pension reforms. Since South Korean government has failed to provide for the elderly people. South Korea can be classified as a failed state as a result of poor policies and reforms. However, the consideration of a nation as a failed state should not only be anchored on failure to provide to a group of individuals in a state.
What is a collective action problem?
The term collective action problem refers to an action which is undertaken together by a group of individuals whose main goal is to improve their status and achieve their common desire. A collective action problem is always enacted by a group of representatives. The term has formulation as well as theories which can be used in varied field such a political science to solve political situations. An application of a collective action problem plan results into a group of individuals benefiting from an action (Gavrilets, 2015). A collective action problem has a cost and each individual group to benefit should act alone. Linking of the situation to the case scenario, the elderly people should take a collective action plan in order to solve their current situation. In a situation where a collective action problem is taken by a group of individuals such as the elderly individuals, a solution will be presented either through binding agreements or government regulations.
What would be a good current policy problem south Korea for “nudge” and how would you design it?
The best policy that can be applied in the case of South Korea should involve increasing retirement age as well as pension benefits to the elderly.
The perfect nudge should be “contributions to the elderly people is a contribution to the economy”
The policy should be implemented by a special body appointed by the government to solve the current elderly issue.
The government of South Korea should provide the required resources and come up with a favorable government regulation which will cover the issue of retirement and pension.
