In this article, Dr. Ian Anthony and Dr. John Hart have talked about the use of chemical weapons and its efficiency in dealing with multilateral disarmament. They have talked about whether the use of a chemical weapon should be continued or it should be banned. To discuss on the topic "Strengthening Ban on Chemical Weapons," they have highlighted the case of Syria.

The Case of Syria

The prohibition on the chemical weapon was supported by the member countries in the 1993 Chemical Weapon Convention (2013). The use of any weapon to attack the civilians is illegal, and it should be banned. Chemical Weapon can lead to mass destruction on the part of property and lives of the civilians. Therefore, the even indirect risk of attack through chemical weapon should not be raised. According to the report of an international investigation of 2014, sulfur, mustard, sarin, and chlorine gas were used in Syria to kill and injure the civilians. 
The use of chemical weapon in Syria to attack the civilians to kill and injured them is at the peak. The Islamic State of Iraq and the Levant are responsible for the use of chemical weapons in Syria to attack the civilians to kill and injure them. The OPCW-UN Joint Investigation Mechanism has claimed the same that the Islamic States of Iraq and the Levant is responsible for the use of chemical weapons in Syria. Although the report of the Joint Investigation Mechanism that ISIL is responsible for the use of chemical weapons, the role and responsibilities of the government of Syria in the use of chemical weapons is very difficult to understand. 
It has not been proven that the government of Syria is responsible for the use of chemical weapons. Neither the United Nation Security Council nor Executive Council of the Organization for the Prohibition of Chemical Weapons has been proven the same. But Iran and Russia have claimed that the opposition group alone is responsible for the use of chemical weapons in Syria to attack the civilians to kill and injure them. Russia has claimed that the government of Syria is solely responsible for the use of a chemical weapon to attack the civilians to kill and injure them. Russia voted a draft resolution in April 2017 and condemned the use of chemical weapons by the government of Syria. Russia also voted a resolution in November 2017 to continue the mandate of the Joint investigation mechanism. 
The use of chemical weapon is responsible for the mass destruction in Syria, and it has taken millions of lives of men, women, and children. Chemical weapons are not only responsible for the loss of lives of the civilians but the loss of property and resources. The current generation is already fighting with the hazards of the chemical weapons, but the future generation will also have to suffer if the use of chemical weapons would be continued. The loss of lives, property, and resources weakening the economy of Syria is very dangerous for the civilians of Syria. Even the newborn babies are suffering from the use of chemical weapons in Syria. The children are not getting two times meals a day. The use of chemical weapons is responsible for several hazards in the country such as famine. Therefore, the use of chemical weapons should be completely banned, and the superpower organization should come forward to initiate the ban and implement it strongly.
The French Initiative
The foreign ministry of France launched and hosted a program “International Partnership against Impunity for the Use of Chemical Weapons on 23 January. The main aim of this program is to stop the use of chemical weapons, and the use of chemical weapons should be banned, and no one country should be exempted from this. Every country should stop the use of chemical weapons. The current partners are the following; Australia, Canada, France, Italy, Japan, Morocco, Peru, Senegal, Spain, Switzerland, Turkey, United States, European Union, Belgium, Czech Republic, Germany, Ivory Coast, Kuwait, Netherlands, Poland, South Korea, Sweden, Tunisia, United Kingdom, and Ukraine. 
All of the partner countries have agreed on six measures. All the six measures strongly support the ban on chemical weapons. These measures facilitate the partner countries to collect and preserve the relevant information to hold accountable those responsible for the use of or production of chemical weapons. These measures also facilitate sharing of relevant information with the international and regional organization to bring the responsible party for the use of chemical weapons to justice.
All of the partners and those countries who are not partner should come together to initiate the ban on chemical weapons completely. Many of the partners have cooperated to formulate various sanctions and implement those sanctions to stop the use of chemical weapons. The use of chemical weapons is one of the major global issues nowadays and every country is concerned for the use of chemical weapons. There should be a standard rule and regulation to stop the use of chemical weapons all over the world. The use of chemical weapons should be banned.
