Purpose of critique and description of health promotion case example
The report evaluates and critique a health promotion policy on National Aboriginal and Torres Strait Islander Health Plan 2013- 2023. It is an evidence based policy framework that gives direction to health promotion programmes to improve health of Aboriginal and Torres Strait Islander people within 2023 (1). The purpose of critique is to evaluate whether this health plan is focused on the modern health promotion values or traditional health promotion values. This will help in the analysis of continuum of values and principle evident in current health promotion.
Critique of health promotion case example
The following values are evident in the National Aboriginal and Torres Strait Islander Health Plan 2013- 2023:
Emphasis: The emphasis of the policy is on supporting good health and well being and targeting risk factors in Aboriginal and Torres Strait Islander throughout their life course (1). The comparison with Gregg and O’Hara framework reveal that this health plan has both modern and traditional health promotion value as it emphasize on both health and well being as well as risk factor for disease (2).
Health promotion strategies: The health strategy for National Aboriginal and Torres Strait Islander Health Plan 2013- 2023 focuses on removing inequality within the Australian health care system and achieving equality in terms of health status and life expectancy between indigenous and non-indigenous population. As the emphasis is on targeting at risk people (Aboriginal and Torres Strait Islander people), their participatory process of enhancing health system performance in the area of access, coordination, responsiveness and technology reflect modern health promotion values (2).
Changes process- To reduce the gap in health status of aboriginal and Toress Strait Islander people, the change process has been planned on the basis of maximum beneficence for Aboriginal and Torres Strait Islander people (1). However, active participation of this group is not seen, instead plans like early intervention and promoting their well being through language and culture have been made to influence health of this group of people (2).
Basis for practice- The basis for the health plan for non-indigenous Australians evolved after needs assessment process of Closing the Gap Project. Strength based approach is also seen as it utilizes evidence based process of United Nations Declaration on the Rights of Indigenous people to build the health plan (1). This ensures that culturally appropriate health promotion is delivered according to modern health promotion techniques.
Strategy approach- The Health plan is a portfolio of multiple strategies as it focuses on both six main target of health impacts across life course, maternal health and parenting, healthy adults, healthy ageing and childhood health and development (1). Hence, holistic approach to well-being of target group is seen.
Evaluation objects of interest- The analysis of the health plan modern means of health promotion as it aims to achieve sustainable changes to determinants of health. This ensures empowerment of the community by addressing social determinants of health such as education and employment (3).
The analysis and evaluation of the National Aboriginal and Torres Strait Islander Health Plan 2013- 2023 reveal that modern methods of health promotion has been employed to empower people and promote their health and well-being. In very case, tradition strategies is reflected, however the participatory process of implementing the action overcomes this weakness.
