The education provided in early years provide the foundation of the life and help the student in mental and academic development. A growing body of early childhood education and care (ECEC) provides a wide range of benefits in terms of children wellbeing and learning, which leads to the reduction of poverty, by providing lifelong learning which helps the society and country in the overall economic development. In the present essay, we have discussed the early childhood policy environment in the context of historical issues by identifying the political and social changes, which impact on the professional identity as a whole.

Working knowledge of the early childhood policy environment

In recent years a number of OECD countries have made significant efforts for providing quality in ECEC, by making changes in the policy development by identifying the four levers that prove effective in encouraging quality of ECEC by setting out goals and regulations , in terms of design and implementation of course curriculum and standards, which led to improvement in training and working conditions of the teachers by making improvements in qualifications , by encouraging communities and families which will benefitted in terms of quality enhancement and provide a framework for working (Bonnay,2017).As a teacher, I feel that the policy framework have a positive impact on the children learning and development as the teachers act as the guide which will focus on enhancement of learning by informing the parents about the well-being of their children’s.The development communities also focus on critical learning by reinforcing the ECEC services which will be benefitted for local children and communities (Grieshaber,2017).

Understanding of the major contemporary and/or historical issues that had an impact on the early childhood education and care sector

In the historical context, the concept of childhood education was attributed to Martin Luther. It is the belief of Martin Luther that education should be universal and emphasize on the fact that education will provide strength to community and families. Historically the education method depends on theme-based learning and Montessori in which the classroom learning will be focused on quantitative delivery of content by the teacher (Melbourne Montessori School, 2015). This methodology focus on philosophy which is a fusion of technology and classroom. In the present scenario, the children are exposed towards the humanitarian society by adopting the socially responsible and compassionate model for approaching the world.

Socio-economic and political changes in early childhood education and care sector

By identifying the economic and social benefits on investment in ECEC sector, the Council of Australian Government in the year 2007 predict that there is a need for reform in the early childhood teaching, and they set a panel of experts for examining the issues like integrated system of licensing, regulation and accreditation with the national quality framework, by identifying the options for quality standards and application in ECEC, by approaching the rating system for ECEC services (Campbell,2017). In addition to that the Australian labor 2007, include a obligation to providing worldwide access to the preschool programs for the children prior moving towards the full-time schooling (Sumsion, 2011). For achieving this goal the government proposed that there is a necessity to escalate the early childhood staff for strengthening the capacity which includes the number of qualified staff, by enhancing the administrative process for the service operations in a cordial and reliable physical environment.

Australian national and territory’s regulatory, legislative and curriculum policy environment

For promoting the childhood education and care in Australia ,the government of Australiaannounced the Quality Improvement and Accreditation System in 2003 for enhancing childcare services.This system is now known as Child Care Quality Assurance (CCQA) and it is considered as the first childcare quality assurance program which is linked to government funding through legislation.This system aims at moving beyond the cultural elements of quality by measuring the effectiveness of the process elements in terms of staff, families, children and their education by making a contribution in the fields of children health and safety (Siraj?Blatchford,2014). NSW has proposed the regulations for the Melbourne schools are that the current legislation requires at least one educator is required for management training who will provide education to all educators and adults who are engaged in the development of skills of children (Cavanagh,2017). In addition to that supervision is required at all levels for protecting children's from hazards and a person with an approved early childhood teaching qualification will be appointed as an early childhood teacher.

From the essential research, we got to know that early childhood education programmed is a need of present scenario as it contributes to the overall development of the child. In the historical context, people think that there are specific programs that will help in solving all problems and provide a guarantee of high class s education in the early childhood setting (Charles Darwin University,2018). But in the present scenario, the UN convention of Right of Child is proposed which helps in raising voices and perspectives for imparting education to young children. The key features that will be proposed in the context of working knowledge are that the central notion of pedagogy will be taken into practice for imparting quality education to the children in early childhood by maintaining a dialogue with the children that focus attention on child's right to education.

Conclusion

Education imparted in the early years of learning facilitates the cognitive, social, emotional and physical development of the child. in providing this it is the role of educator that play an effective role, as the educator is the one who supports children's in their abilities and interests. Various legislative reforms have been proposed by the Australian government in the development of ECEC by enhancing the curriculum and the educational qualifications of the educators in context of imparting education. So it is found that role of the educator is of a need for early childhood.
