Answer: 

CompStat is an abbreviated form for Compare Statistics which combined philosophy, management and organization tools for the police department (Bratton & Malinowski, 2008). CompStat was modeled post the broken window theory, which was focused on addressing minor crimes for the purpose of reducing major crimes. Under the direction of Jack Maple, transit police officer in New York City CompStat was started. Initially the system was referred to as the Charts of the Future and it tackled crimes through sticking pins in the maps. Later Police William J. Bratton rebranded Maple’s Charts of the Future as CompStat. It was effective in bringing down crime rates by 60%.

The purpose of CompStat was to provide a dynamic approach to reducing crimes, enhancing quality of life along with personnel and resource management. It includes four recognized factors such as accurate information obtained in a timely fashion which is intelligent or informative through rapid force deployment, with use of effective tactics and continuous follow-up.

The way CompStat performs is effective in controlling rate of crimes. Weekly reporting with creation of accountability and crime strategy meeting (Braga & Bond, 2008). Technology in-built within its systems provides commander profile reports and crime strategy meetings. These regular updates allow regular reporting of crimes with appropriate follow-up. The criticism of CompStat includes discouraging officers from making crime reports to depict a false appearance of community problems.
